Governor Pat Quinn unveiled his 2011 budget plan on Wednesday in his 20 minute budget address to the Illinois General Assembly.
The state is facing a $13 billion deficit while still funding projects that are greatly needed.
The Governor said he plans to "fight for Illinois" and his budget centers on Five Pillars of Recovery: Creating Jobs, Cutting Costs, Strategic Borrowing, Continued Federal Assistance and Increased State Revenues.
Governor Quinn also address the proposed cut in education funding. He asked the General Assembly to rescue education by passing a 1% income tax surcharge for education which would restore the education budget to its current level.
