As the city of Peoria closes in on balancing the city's budget....there's turmoil with its unions.
Peoria union employees are saying the city has failed to bargain in good faith with them throughout its budget shortfall.
AFSCME local 34-64 represents 250 city workers.
The union claims the city has made threats against employees, refused to share information and failed to offer a single proposal the union could vote on.

Meanwhile, the Peoria police benevolent members have voted down a wage concession proposal, even with 16 jobs on the line.
By a vote of 115 to 92, officers voted against the proposal that would have saved the city 822 thousand dollars.
It would have - among other things- reduced officers holiday pay for 8 days next year, decreased their gun and leather allowance and restricted new uniforms.
The city is trying to close a 600-thousand-dollar budget hole...and had warned officers of lay-offs if the union did not accept this proposal.
The Peoria Firefighters Union voluntarily took a wage freeze in August.
Peoria's council has announced the budget will be balanced by its December 8th meeting.
The police benevolent president says he expects layoffs to come the following week.
