Fulton County Coroner Steve Hines says the man whose vehicle was pulled out of Spoon River Monday afternoon died from drowning.
John Meyers of Avon is the second person killed during flooding over the weekend.
Sunday authorities found Susan Hogue's body near London Mills after floods washed away her vehicle.
Police say drivers must take extra precautions during heavy downpour.
Local emergency responders say drivers should never attempt to drive across roads like Highway 39 here flooded with water.
While the road was closed Monday it was not early Saturday morning when Susan Hogue attempted to drive towards the bridge.
"Two feet of moving water can sweep a vehicle away very quickly. Six inches of moving water can sweep a grown man off his feet with no problem," Pekin Police Chief Chuck Lauss said.
Lauss says it could take just a few seconds or minutes before a vehicle is submerged in water.

Lauss says anyone trapped in a vehicle should try to call 9–1–1 on their cell phone right away, don't panic, get out of the car as quickly as possible and try to grab a branch, or tree limb and move to dry ground.
He also warns witnesses against trying to rescue victims because of the dangers with currents in rising waters. He says executing an escape plan could make a big difference in saving lives.

What part of don't drive in water do people not understand? It's sad when we've lost our own common sense and blame others for not keeping us from doing stupid things.
